As part of the Affordable Care Act, you can still get a 2014 qualified health plan (QHP) through a special enrollment period (SEP). Specific life events allow you to change an existing QHP, or enroll in a new one, outside of open enrollment.
The following is a list of qualifying life events that would trigger an SEP:
- Loss of employer-sponsored coverage
- Marriage or divorce
- Birth, adoption, foster care or placement for adoption
- Gaining U.S. citizenship or qualifying immigration status
- Permanently moving to a new area that offers different QHP options
- A change in income or household status that affects eligibility for tax credits or cost-sharing reductions
- Losing other health coverage* (e.g., due to a job loss, divorce, loss of eligibility for Medicaid or CHIP, expiration of COBRA coverage or a health plan being decertified)
- Enrolled in non-qualifying employer coverage (plan does not meet minimum QHP requirements)
- Enrollment into a QHP was unintentional/error – based on incorrect information from the Health Insurance Marketplace
- The plan in which a member enrolled substantially violated a provision of the contract
- American Indians and Alaska Natives may enroll in or change QHPs once a month
You must apply for a health plan within 60 days of a life event and include written proof of the event with your application (e.g., marriage license, birth certificate, divorce decree, etc.).

*Voluntarily quitting other health coverage or being terminated for not paying your premiums are not considered loss of coverage. Losing coverage that is not minimum essential coverage is also not considered loss of coverage.
